It's the same for quoted posts with attached images. Not a great solution, but it'll work. If you want to embed a URL to an attached image, one that is already updated as an attachment, use a standard image link of the attachment.
In the original post, it'll create two images, the attachment and the duplicate [IMG] you added with your URL. If you do it in a subsequent post to the post with the attachment, your [IMG] linked image will stand by itself.
This is unless you can figure out how to orphan the image attachment in the original post. Then you could simply [IMG] link the orphaned image with your [URL] link and get exactly what you want, one image with a link to an attachment that doesn't display the attachment anywhere else on your forum. So long as the orphaned images aren't deleted, this should give you your desired result.
