I used a +1 because I don't know which settings are used by default if it can not be set via the ACP.
And I there are users who don't look at these settings until they notice some things they don't get warned about, compared to other systems.
So for example I would for sure set a notification for pm's received.
However, if it can be done via an extension it's also fine, but as far as I know most known forum software at least has this option in the core for private messages (or more).
