Is it only when trying to post? Could also check inside the cpanel a section called “ip blocker” maybe there are some ip filters in place and that’s why it could result in the 403 error.
What is the board address? What is the content inside your .htaccess from the ftp? You could see this file in the board root where all the folder and files are such as adm folder, config.php file etc.
