Make a welcome forum
Use group/forum permissions to allow NRU access to the Welcome forum but not to other forums.
Set NRU post limit to 1 so that they will be automatically removed form the NRU after posting. (however "only" 1 post is almost nothing
Using Autogroups you can automatically add a user to the Producers group after that first post. (and referring to the "only 1" post above >>> you' re going to get a lot of Spam in Stations.
You mention you'll have 2 forums: 1 is Stations, another is Producers, both having subforums.
Use the forum/groups permission to allow Producers (group) access to the Producers forum (and subforums) only. for other forums: permission should NO
You also have a group Stations. How do users become a member of that group?
Anyway: Permissions for other forums should be YES
As to limiting what a group can post (links, smilies, attachments, etc...) see the permissions (group and group-forum)
Remember that a NO is overridden by a YES which in turm is overriden by a NEVER
